One item we constantly identify (and many people don’t understand) when it comes to safe work method statements (SWMS) is that, these SWMS need to be monitored for compliance. Many a time we identify that, no one is monitoring the SWMS for compliance. WHS Regulation Chapter 6, Division 2- High Risk Construction Work: Safe Work Method Statement (SWMS) states (regarding Compliance);
- Compliance with safe work method statement
(1) A person conducting a business or undertaking that includes the carrying out of high risk construction work must put in place arrangements for ensuring that high risk construction work is carried out in accordance with the safe work method statement for the work.
(2) If high risk construction work is not carried out in accordance with the safe work method statement for the work, the person must ensure that the work —
(a) is stopped immediately or as soon as it is safe to do so; and
(b) resumed only in accordance with the statement.
It is clear (in the legislation) what is required. However, it appears from our evidence many people/organisations do not understand this requirement. Tasks observations are one way an organisation can assist with complying with the legislation.
Task Observation can form part of the Safe Work Method Statement review process. Task Observations should be conducted as required i.e. when there is a change in activity, risk assessment, design, variation, system, plant, legislative or company requirement. They should be conducted at regular intervals by member of the organisation management team (Especially by any supervisory personnel).
The purpose of Task Observation is an aid in reducing hazards/risk to workers by introducing planning, identification of hazards, assessment and the control of risk. It ensure the SWMS is being followed or if a change is required. Tasks observations can also;
- Prevent and reduce the number and severity of workplace injuries, illnesses and associated costs
- Promote and improve worker health, wellbeing and capacity to work, and
- Help to foster innovation and improve quality and productivity of work.
An essential outcome of risk assessment is identifying and prioritising measures to control the hazards/risks. The findings of the risk assessment can then be used to formalise an action plan for controlling future hazards/risks.
